The Beijing Municipal Development and Reform Commission and other four departments have jointly formulated the "Notice on Issuing Implementation Opinions on Promoting the High Quality Development of Photovoltaic Power Generation" (hereinafter referred to as the "Implementation Opinions") and the "Notice on Issuing Support Policies for Promoting the High Quality Development of Photovoltaic Power Generation" (hereinafter referred to as the "Support Policies"), proposing work measures and support policies to promote the high-quality development of photovoltaic power generation.

According to the Implementation Opinions, Beijing will focus on the actual situation of photovoltaic power generation development, starting from five aspects, and comprehensively promote high-quality photovoltaic development in the capital.

One is to strengthen planning guidance and make the requirements for renewable energy applications such as photovoltaic power generation an important part of the urban planning system. Implement the requirements of the Beijing Carbon Peak Implementation Plan, and ensure that the rooftop photovoltaic coverage rate of new public institution buildings, parks, and factories is not less than 50%.

The second is to enhance the photovoltaic design capabilities of design consulting institutions, establish a photovoltaic design technology system, and strengthen collaboration and cooperation with specialties such as building structural design, electrical system design, and building exterior design. This includes measures such as promoting the integration of style and appearance, improving standard requirements, and clearly requiring that the appearance and color of distributed photovoltaic power generation projects should be integrated with the main building and surrounding environment. The height of rooftop photovoltaic facilities should meet the control requirements of building height.

Thirdly, based on the distribution of photovoltaic power generation application resources in Beijing, we will comprehensively promote the integrated application of photovoltaic power generation in new buildings, and vigorously promote the application of photovoltaic power in industrial parks, infrastructure, public institutions, agriculture and rural areas, and key municipal engineering fields.

Fourthly, on the basis of clarifying the requirements for planning, design, construction, and application, we will increase the efforts to "regulate and govern" renewable energy such as photovoltaic power generation.

The fifth is to standardize project construction management, strictly carry out project design and construction in accordance with national, industry, and local standards, and clarify requirements related to construction, product quality, and acceptance testing.

It is understood that the "Support Policy" proposes to provide support for photovoltaic power generation projects that are connected to the grid and meet the conditions before December 31, 2025, and provides classified support plans. Subsidies of 0.1 yuan, 0.26 yuan, and 0.03 yuan per kilowatt hour will be given to distributed photovoltaic power generation projects constructed by individuals using their own legitimate rural residences, distributed photovoltaic power generation projects for non residential users who implement residential electricity prices in schools, social welfare facilities, and distributed photovoltaic power generation projects that implement industrial electricity prices.

The 'Support Policy' also proposes to support the application of new photovoltaic technologies, materials, and models; Accelerate the overall planning and orderly implementation of photovoltaic power generation projects in areas such as infrastructure, public institutions, urban renewal, municipal key projects, and industrial parks; Support the construction of photovoltaic power generation projects that combine ecological restoration of abandoned mining areas, ecological improvement of landfill sites, and facility agriculture construction. For the above types of photovoltaic power generation projects, the fixed assets investment of Beijing Municipal Government will provide financial support not higher than 30%, 20% and 10% of the investment in photovoltaic power generation system construction.

The Beijing Municipal Development and Reform Commission said that, in the next step, it will thoroughly implement various policies and measures to promote the high-quality development of the photovoltaic industry, strive to achieve the goal of "reaching the installed capacity of photovoltaic power generation to about 2.5 million kilowatts by 2025", accelerate the green and low-carbon transformation of energy in the capital, and contribute to the goal of achieving carbon peak and carbon neutrality.
